Possible"Horsefly", Tabanidae or Chrysops ID?

Hi all,

I was up Sierra Loja when this "fly" landed on my hand then on the inside of my windscreen, it has such intense blue eyes.
Can anyone ID this insect for me. Sorry about the state of the photo, but literally had seconds to snap a picture of it.

Could it be one of the deer flies? It does have the pretty wing patterns.
