I thought this idea had been shelved but it seems that mankind is hell bent on conquering tectonic plates.

Absolute and utter madness in my opinion.

Greetings Clive,
Had the opportunity, many years ago - mid-80s - , to speak to a senior engineer (can't remember what ministry) working at the Madrid end (of the project, not the tunnel). He was totally sceptical, and even angry at being forced to waste his time on the project, saying that it was the typical nonsense thought up by influential people who advise politicians and royalty (remember the Reagans and their crystal ball - or was it tea leaves?) and was nothing but a scam to channel funds to certain people who shall be nameless. Not quite what the Yanks call a pork barrel ('cos in theory, at least, pork b. produce the goods), but summat similar.

Obviously, they need to bring it out for fresh air occasionally, probably to guarantee the budget being increased next time round, before stuffing it back on the shelves and carrying on as before, very nicely, thank you very much. (Can't remember all that stuff about tectonic plates - but didn't shelves also have something to do with it - ain't there a continental shelf in there somewhere?).

The feasibility study is almost complete and we shall soon find out if the engineers think it possible to go ahead with the tunnel to Africa....

I think this something that gets raised every now and again for whatever political or economic reasons but with no intention of actually carrying out.

I would vote for something which expressed that idea. (something like: it is being promoted for with no intention of actually carrying out).
